In my experience, speed control is ultimately one of the traits that separate good putters from great putters. I believe the reason for this relationship is because of how much your green read will be influenced by the speed you hit the putt. If you can't control your speed, then picking the right line on breaking putts will provide too big of a challenge to make anything other than straight, or slightly breaking putts. The major factors for speed control are tempo, length of stroke, and quality of ball roll. Quality of ball roll boils down to face to path and loft to angle of attack. Master each of those elements to become more deft at speed control.
