Do I remember correctly when I say to maximize rotation one hip must be in flexion and the other in extension? I seem to recall this from one of the webinars. Also is it safe to say if one hip is externally rotated the other has to be internally rotated? Thanks.

Yes, flexion of one side of the body and extension of the other creates rotation. While it's not 100% on a micro level, for big movements, you'll see internal and external rotation matching. Here's a graph that shows it. However, you'll notice in the follow-through that they both are moving toward internal rotation for stability.
